The Azerbaijan Car Rental Association (ACRA) is officially publishing its White List — a register of 11 verified operators that have passed an independent audit against eight charter criteria and confirmed compliance with the international standards ISO 9001, 14001 and 45001. The goal is simple: to give the client an easy, reliable way to tell a professional operator from the grey market before booking.

This is the first association of its kind in the country. Below: why it was created, the rules it works by, and who made the White List.

Why Azerbaijan’s rental market needed a White List

Azerbaijan has never had a national body that licenses car rental operators. Anyone with a vehicle and a phone number could open a “rental company” — with no registration, insurance, office or accountability to the client.

By the mid-2020s the market had split into two parallel worlds. The first: professional operators with an office, an insured fleet, inspection reports and transparent contracts. The second: hundreds of listings from private individuals calling themselves a “rental”, with none of the above. From a website the two were impossible to tell apart. The difference surfaced only at vehicle return — a sudden charge for a scratch the client never made, or a deposit that “got delayed”.

A single bad operator harms more than its own client — it erodes trust in the whole industry. One bad experience, and a traveller stops trusting any rental company in the country. Professional operators lost clients over others’ misconduct and could not protect themselves from it. The conclusion was obvious: if the state does not regulate the market, the market must regulate itself.

What the ACRA association is

The Azerbaijan Car Rental Association is the only professional industry body for car rental operators in Azerbaijan, founded in 2026. It is a voluntary association, not a state regulator: each of the 11 members joined deliberately, and that is what makes the commitments real — no one signed the charter under compulsion.

Governance is collegial: all 11 members are equal and the chairman is elected. The first chairman is Karavan Rent A Car in Baku, operating since 2008 and holding ISO certificates a decade before the association existed. Even so, the chairman undergoes the same audit as everyone else and gets no advantage in the review.

The eight charter criteria every member is checked against

White List membership is not a badge you can buy — it is compliance with eight specific requirements. They are checked on entry and then every year; a failure on any one triggers a warning-and-remediation procedure.

1. Legal registration and licence. Active registration, an operating licence and no outstanding client judgements. Behind the company is a real legal entity you can hold accountable — not an anonymous phone number.

2. Fleet technical condition. Maintenance on the manufacturer’s schedule, current documents and a service record for every vehicle. The car is prepared on a plan, not “when something breaks”.

3. Transparent contract. No hidden clauses, no ambiguous damage wording and no illegible small print. You understand what you are signing before you sign it.

4. Inspection report at handover. A written report with photographs of every mark, signed by both parties. Any damage claim at return must be backed by this report.

5. Insurance on every vehicle. Minimum CDW and TPL on each car, with a mandatory offer of full insurance and a Zero Excess option. Basic protection is guaranteed, with no surprises.

6. Fixed deposit terms. The deposit amount and an exhaustive list of grounds for retention are stated in the contract. The operator cannot withhold the deposit “at its discretion”.

7. Live 24/7 support. A real duty manager who knows your contract, at any hour. Not a voicemail or a chatbot.

8. Environmental fleet management. Vehicle age and condition are controlled to ISO 14001, with scheduled rotation of ageing cars. You never drive a worn-out vehicle.

The annual audit: how compliance is verified

The audit is performed for every member annually and is independent — not a company self-assessment, but an external check against objective criteria. It has four steps: submission of a document package (service books, insurance policies, sample contracts, maintenance logs, records of client complaints); a technical inspection of a random sample of vehicles; a review of client-facing processes — the contract, the handover procedure, inspection reports and complaint handling over the year; and a verdict of “compliant”, “compliant with remarks” or “non-compliant”.

The ISO audit itself is carried out by accredited certification bodies — for example, Bureau Veritas. The association oversees the procedure and tracks results, but the conformity assessment is performed by an independent external party.

Sanctions: what happens when the charter is breached

The sanction system escalates. A first breach brings a formal warning and a mandatory remediation plan with a set deadline; the company keeps operating but must fix the issue. If it is not fixed in time — a second warning and a shorter deadline. A repeat breach means removal from the White List with public notice and a two-year ban on rejoining. A serious breach, such as outright deception of a client, leads to immediate removal without warning.

The key element of this system is its publicity. Removal from the list means any client checking the register will see the company is no longer on it. No amount of advertising compensates for that reputational damage.

ISO standards and the QHSE system

Compliance with ISO 9001 (process quality), ISO 14001 (fleet management and environment) and ISO 45001 (technical safety, including the pre-handover inspection) is a mandatory charter requirement. Together they form a QHSE system: Quality, Health, Safety, Environment. An ISO certificate cannot be bought — it can only be earned through an independent audit and reconfirmed every year.

The benchmark for all members is set by the chairman: Karavan Rent A Car has held all three Bureau Veritas certificates with JAS-ANZ accreditation continuously since 2016. For the client, these standards mean that no stage of the rental is left to a particular employee’s discretion at a particular moment — everything is documented and audited externally every year.

How to check that a company is on the White List

The membership may change over time. The current White List is always published on karavan.az and the Wowcars platform. If a company appears on neither, it is not an association member. A simple question to ask any rental firm: “Is your company on the ACRA White List?” A negative or evasive answer is reason enough to look for another operator.

Documents for rental

A foreign national needs a valid passport and a driving licence in Latin script. If your licence is in Cyrillic only, obtain an International Driving Permit (IDP) in advance.

Minimum age

The minimum renter age at most association members is 21; for premium classes and SUVs the age and experience requirements may be higher.

Deposit and insurance

A credit card is usually required to hold a deposit. All White List members offer no-deposit rental when full insurance or Zero Excess is chosen. The deposit amount and the grounds for retention are always stated in the contract — withholding “at the company’s discretion” is forbidden by the charter.
