Azerbaijan Paid Roads: Driver Guide
Azerbaijan Paid Roads: Complete Expert Driver Guide
When you first get behind the wheel of a rental car in an unfamiliar country, the main question isn’t “where to drive” — it’s “how do I avoid a nasty fine simply because I didn’t know the local rules?” In Azerbaijan this is especially relevant: the country has heavily modernized its transport infrastructure over the past five years. The first full-scale toll highway has opened, Baku parking has moved to cashless payment via SMS and a mobile app, and fines are issued automatically through license plate recognition systems. All of this is convenient when you understand how it works — and costs money when you don’t.
This guide from Karavan Rent A Car in Baku is a practical manual for drivers in Azerbaijan. No fluff, no “everything is great here” — just specific numbers, step-by-step algorithms, and real scenarios. If you’re coming to Baku for the first time or planning long-distance trips around the country in a rental car — spend 10 minutes on this article. It will save you both money and stress.
Which roads in Azerbaijan are paid?
At the time of writing, Azerbaijan has one fully operational toll highway — the M1 “Baku — Guba — state border with the Russian Federation”. All other main roads in the country, including the major interregional highways M2 (Baku — Ganja — Georgia border), M3 (Baku — Astara — Iran border), M6 (Alat — Nakhchivan), are currently free.
The M1 highway was officially opened in October 2023 and is a modern four-lane road built to the first technical category. The total length of the new highway is 150 kilometers, of which 129 kilometers form the toll section. The road runs from the Haji Zeynalabdin Taghiyev settlement (on the northern outskirts of Greater Baku) along the Caspian Sea coast through Siyazan, Khachmaz, Guba and up to the Russian border. The route is 13 kilometers shorter than the old road and is part of the international North-South Transport Corridor.
Importantly: the toll road has a free alternative. The old Baku-Guba road (through populated areas) remains available to anyone who wants to avoid paying. This is a principled position of the Azerbaijani authorities — no one is required to use the toll road if they don’t want to.
Future plans include adding toll sections to other highways — in particular, making part of the Baku-Alat-Astara route paid has been discussed. But at the time of writing, only one toll section is actually operational — the M1.
How much does it cost to use the M1 Baku-Guba toll road?
Tariffs on the M1 are calculated on the principle of “payment for actual distance traveled”. This means you don’t pay a fixed amount for the entire road, but exactly for the section you’ve used — from your entry point to your exit point. Rates depend on the vehicle category.
Current tariffs by vehicle category:
| Vehicle category | Rate per km | Full route (129 km) |
|---|---|---|
| Passenger cars and light trucks (up to 3.5 t) | 0.093 AZN/km | ≈ 12 AZN |
| Heavy trucks (over 3.5 t) | 0.116 AZN/km | ≈ 15 AZN |
| Buses | 0.078 AZN/km | ≈ 10 AZN |
| Trailers and semi-trailers (3-4 axles, TIR) | 0.194 AZN/km | ≈ 25 AZN |
For an ordinary tourist in a rental passenger car, this means: the maximum cost of a full M1 trip is about 12 manats (approximately 7 US dollars). This is very moderate pricing for a 129 km road — for example, European toll highways would charge 4-5 times more for the same distance. If you’re not traveling the entire route but only to Khachmaz or Siyazan, the cost will be proportionally less.
Where are the toll collection points located?
Toll collection points on the paid M1 section are located in:
- Gilazi — starting point of the toll section, at the southern entry (from Baku side)
- Siyazan — intermediate point
- Gandob — intermediate point
- Khachmaz — intermediate point before Guba
All points are equipped with automatic toll collection systems — no cashier booths, no queues for cash payments.
How do you pay for the M1 toll road?
In Azerbaijan, the M1 uses a chip card payment system — these are special prepaid cards that you tap against a reader at the toll point. The fee is automatically deducted based on the distance traveled.
Payment methods:
- Chip card (primary method) — purchased at entry and exit points, as well as at specially equipped points along the route. The card is topped up with cash or a bank card, after which it’s ready for use. At the toll point — you tap it on the terminal, the barrier opens, and the amount is deducted from the card balance.
- Mobile payments via QR code — being introduced additionally, linked to a digital version of the chip card.
- Automatic payment for registered users — for regular highway users, linking a card to a vehicle’s license plate is available. Payment then happens without stopping.
💡 Tip from Karavan drivers: if you’re driving the M1 once, just pay by card on the spot — no registration needed. The chip card is sold right at the entry point, with instructions in multiple languages, and the process takes 2–3 minutes. If you plan regular trips to Guba, Khachmaz, or Russia — it’s worth registering in the automatic payment system; it saves time.
What happens if you don’t pay the M1 toll?
All toll collection points on the M1 are equipped with electronic license plate recognition systems. This means it’s technically possible to drive through without paying, but the information is recorded by the system. After that — standard procedure:
- Information about the unpaid passage reaches the Azerbaijan traffic police system
- An administrative violation protocol is generated
- A fine is sent to the registered owner’s address
- If the car is rented — the claim goes to the rental company, which then bills the client per the rental agreement
The fine for unpaid passage significantly exceeds the cost of the trip itself. So saving a few manats may end up costing tens of manats. Not worth it.
⚠️ Attention renters: if you’re driving a car rented from Karavan Rent A Car in Baku, we’re connected to the ASAN Pay system and see fines issued to your vehicle almost immediately. No surprises months later — we promptly inform and help resolve them.
What toll roads are planned for the future?
Azerbaijan is actively developing its road infrastructure as part of the North-South Transport Corridor (connecting Russia, Iran, India) and East-West Transport Corridor (from the Caspian to Turkey and Europe). So new toll sections are expected in the coming years:
- The Baku — Alat — Astara highway (continuation of M3 toward Iran). Its toll status was already discussed in 2019; implementation is expected in the coming years. The potential paid section is about 172 kilometers long.
- Selected high-speed sections on M2 (Baku — Ganja — Georgia border) — possible in the long term.
- New ring roads around Baku — being discussed as toll roads.
All these projects are at different stages of implementation. Before a trip on any new route, it’s worth checking the current status — through the State Agency of Azerbaijan Automobile Roads website or via our manager on WhatsApp.

What about parking in Baku?
Parking in major Azerbaijani cities is a separate and more complex topic than the toll road. While the M1 is simple (one road, one set of rules), Baku parking requires its own understanding — the system is divided into zones with different tariffs, there are special rules in historical reserves, and payment is only cashless.
The basic rule to remember from the start:
🅿️ Parking is paid: Monday – Saturday, 07:00 – 22:00.
🌙 Parking is free: Sunday (all day) and every night from 22:00 to 07:00.
⏱️ The first 15 minutes of parking — free everywhere.
If you park during these “free windows” — no action required. If during paid hours — you need to pay via SMS or the app, otherwise within 24 hours you’ll get a fine.
Important: Official holidays in Azerbaijan (Novruz, Victory Day, Eid al-Adha and others) are NOT automatically free days for parking. If a holiday falls on Monday-Saturday — parking remains paid during standard hours. Only Sunday is a reliable “free” day.
How much do different Baku parking zones cost?
Baku’s parking space (and that of other major cities) is divided into zones on the principle “closer to center — more expensive.” The zones are established by a Cabinet of Ministers decision and don’t change often. Here are the current tariffs:
| City | Zone | Hourly rate |
|---|---|---|
| Baku (excluding reserves) | Center | 1.00 AZN |
| Zone I | 0.70 AZN | |
| Zone II | 0.40 AZN | |
| Zone III | 0.30 AZN | |
| Zone IV | Free | |
| Sumgait | Center | 0.40 AZN |
| Zone I | 0.20 AZN | |
| Zone II | Free | |
| Ganja | Center | 0.40 AZN |
| Zone I | 0.20 AZN | |
| Zone II | Free |
Where is which zone: Baku zone boundaries are defined somewhat complicatedly and aren’t always obvious. The Central Zone starts from Javanshir Bridge in the east and extends west to Azerbaijan Avenue, covering Winter Boulevard, the Icherisheher metro area, Azneft Square, and part of the new boulevard up to State Flag Square. From the south — Neftchilar Avenue, from the north — Fuzuli Street. All other zones extend sequentially from the center toward the outskirts.
How to tell which zone you’re in? Each parking area has an information board indicating the zone, parking number, and tariff. Carefully look at surrounding poles and signs before leaving the car. This information is also available in the AzParking mobile app.
How do you pay for parking via SMS to 1181?
SMS is the most common way to pay for parking in Baku. The main limitation: to send an SMS you need an Azerbaijani SIM card with positive balance. Payment from a foreign number isn’t possible.
Step-by-step SMS payment algorithm:
- Park your car in the chosen zone
- Find the information board near the parking area. It shows: parking number (5 digits) and your space number (2 digits)
- Compose an SMS in the following format:
00XX000-00000-00, where:- 00XX000 — your car’s state registration number (no spaces, no internal dashes)
- 00000 — parking number from the board
- 00 — your parking space number
- Send the SMS to short number 1181
- Receive a confirmation SMS that the session has started
- Before leaving the parking, send the word SON (or STOP) to the same 1181
- Receive a final SMS confirming charge deduction and session closure
The parking fee is deducted from your mobile balance. So before starting the session, make sure your balance is sufficient — if at the moment of session closure there isn’t enough money, the system will bill you the debt + a 10-manat fine for non-payment.
🚨 The most common mistake: forgetting to send “SON” before leaving. In this case, the session is considered open, and you may pay significantly more than planned. Set a phone reminder or make it a habit: get to the car — send SON immediately, then sit down and drive off.
How to use the AzParking mobile app?
AzParking is the official application for paying for parking in Azerbaijan, developed by the Azerbaijan Land Transport Agency (AYNA). It’s more convenient than SMS because you don’t need to remember the format and type digits — everything happens in a graphical interface.
Installation and setup:
- Download AzParking from the App Store (iOS) or Google Play (Android)
- Register using an Azerbaijani phone number (as with SMS, this is a critical requirement)
- Link a bank card or top up your internal balance via payment terminals (eManat, MilliÖN, and others)
- Pre-enter your car’s license plate — it will simplify further use
Use at the parking area:
- Open the app, find your location on the map
- Free spots are shown in green, occupied in red, partially free in yellow, disability spots in a separate color
- Select a parking spot, press “Start Session”
- Before leaving — the “End Session” button
The app also shows current traffic congestion, helps build a route to an available parking spot, and keeps a history of all your payments. This is useful for reporting if you’re on a business trip.
💡 Tip from Karavan: if you don’t have a local SIM card and aren’t planning to buy one — paying for parking via SMS or AzParking won’t work for you personally. In this case there are two options: 1) use parking lots with a barrier (payment via terminals at exit, cards accepted), or 2) for Karavan Rent A Car in Baku clients we handle parking session activations and payments through our corporate account — you don’t need to do anything yourself.
Which places require special attention when parking?
🏛️ Icherisheher and Gala reserves
The Old City (Icherisheher) and the Gala historical-ethnographic reserve have separate parking rules, not part of the general urban zone system. In Icherisheher, vehicle access is restricted in principle — it’s a pedestrian zone with limited entry. Don’t try to park inside the Old City — it’s either physically impossible or will result in a fine.
To visit Icherisheher and Gala, leave your car at the nearest city parking (for example, on streets around the Government House or near Fountain Square) and walk — the distances are small, and the Old City’s atmosphere is best experienced on foot anyway.
✈️ Heydar Aliyev Airport (GYD)
The airport parking operates 24/7 — automatic license plate recognition at entry and exit. Payment is made at terminals at the airport building’s exit, before you go to your car.
Airport parking tariffs are significantly higher than the municipal ones:
- First 15 minutes — free (for drop-off/pick-up)
- After — by-minute/hourly billing
The drop-off lane (line 3) — stay limit is 3 minutes. If you stay longer — a fine. This isn’t parking, it’s specifically a drop-off.
For Karavan Rent A Car in Baku clients we have our own parking zone near Terminal 1 — for car return. Follow the “Rent/Return car” signs toward Terminal 1.
🏬 Shopping centers
At major Baku shopping centers (Port Baku Mall, 28 Mall, Ganjlik Mall and others) parking is usually free for customers for 2-4 hours. Longer — paid. Conditions may vary; read the signs at the entrance.
🏨 Hotels
Parking at hotels is up to each specific hotel. At most 4-5 star hotels, parking is free for guests. At boutique hotels and hostels, payment may be required, or use of nearby city parking.

What fines may arise and how are they paid?
The table below shows fines established by the Code of Administrative Offenses of Azerbaijan. All amounts are fixed, without ranges.
| Violation | Fine amount |
|---|---|
| Unpaid parking in a paid zone | 10 AZN per incident |
| Wrong parking | 20 AZN |
| Stopping next to an already parked car | 80 AZN |
| Speeding by 11–20 km/h | 10 AZN |
| Speeding by 21–40 km/h | 50 AZN |
| Speeding by 41–60 km/h | 200 AZN |
| Speeding by 61+ km/h | 300 AZN |
| Not yielding to a pedestrian at a crossing | 50 AZN |
| Driving without a seat belt | 40 AZN |
| Using a phone while driving | 50 AZN |
| Ignoring a prohibitive sign | 80 AZN |
| Driving under the influence (≥0.3‰) | 400 AZN + license suspension 6–12 months |
⚠️ Important about speed: Azerbaijan applies a buffer rule — administrative liability begins when exceeding the established speed limit by 11 km/h or more. So if the sign says 60 km/h and you’re driving 70 km/h — no violation. From 71 km/h — the fine is recorded. On the M1 toll highway, standard speed limits apply, and it’s equipped with an active camera system. Many drivers wrongly assume that you can drive faster on a toll road — this is the most common mistake of foreign visitors.
🔍 How to check your fines: the official website smsradar.az is the government service where, using your car number and driver’s license, you can see the complete history of fines, payment status, and penalty points.
Where to pay fines:
- By yourself through the state ASAN Pay system — the main official platform for paying fines and government services
- Via terminals: eManat (the most widespread network in Baku), MilliÖN, and others
- At bank branches (usually with commission)
- At post offices — the traditional method
- Through the rental company. If you’re our client, Karavan Rent A Car in Baku is connected to the ASAN Pay system and sees fines issued to your vehicle almost immediately after they’re recorded. We provide an extract with a photo of the violation, time, and coordinates — no “pay on words”.
⚠️ Important warning about on-the-spot payment. If a traffic officer stops you for a violation, they have no right to accept fine payment on the spot. By law, the police officer draws up a protocol on the administrative offense, issues an act, and payment is made through official channels.
What to do if the car has been towed?
Towing in Baku is mainly applied to serious violations — parking in completely prohibited places, on pedestrian crossings, in disability spaces, when blocking traffic. In ordinary paid zones, you won’t be towed for non-payment — you’ll just get a 10-manat fine.
Action algorithm if the car has disappeared:
- Make sure the car was actually towed and not stolen: call the help phone 102 (police) with your car’s license number
- If towed — find out the impound lot address and the amount to pay (towing + fine for the violation)
- Prepare documents: passport, driver’s license, rental agreement (if the car is rented)
- Arrive at the impound lot, pay all amounts, get the car
- If you’re a Karavan Rent A Car in Baku client — call us via WhatsApp immediately. We’ll help with all procedures, translation, and dramatically reduce process time
What nuances do only local drivers know?
There are several practical details that aren’t obvious from official rules but are known to experienced drivers:
- Historical reserves have barriers at the entrance. It’s almost impossible to accidentally drive a car into Icherisheher — the system won’t let you in without a special permit. If you’ve somehow ended up inside and don’t know how to leave — ask the guards at the entrance, they’ll help.
- Sidewalks aren’t parking. Despite the appearance “everyone does it,” sidewalk parking is regularly fined. Especially in the center. Better spend 5 minutes finding a normal spot.
- Double solid line along the curb prohibits stopping. Just drive on.
- Yellow marking along the curb — parking prohibited. White marking on the right edge — parking allowed.
- Residential courtyards in the center are most often private territory. You can park there only if you live there or are visiting. Randomly driving in and leaving your car usually ends with a complaint from residents and a fine.
- Don’t confuse 1181 with other numbers. Tourists sometimes mistakenly send SMS to 102 (police) or 112 (general emergency). This doesn’t work as payment. Only 1181 — for parking.
- Cameras on the M1 work actively. The fact that the road is toll and high-quality doesn’t cancel the speed limit. The M1 limit is 110 km/h (standard for a motorway), and speeding is fined just as everywhere.
