Shopping in Baku 2026: A Guide to Malls and Markets — Where to Find Luxury, Where to Save and How to Get Your VAT Back
In short. Baku’s main malls are Crescent Mall, Port Baku Mall, Ganjlik Mall, 28 Mall, Park Bulvar, Deniz Mall, Metropark and Amburan Mall; for wholesale prices, locals go to the Sadarak and Bina markets in Lokbatan. Most malls open roughly 10:00 to 22:00, the markets 8:00 to 18:00. Foreigners reclaim VAT (18%) at the airport on purchases of 300 manat or more per receipt in Tax Free shops, provided the goods leave by air within 90 days.
The morning begins at a market that sells everything, from tableware to carpets. By afternoon you’re hiding from the heat in a mall you walked into straight from the metro. And in the evening you’re dining on a terrace by the water while the country’s only musical fountain plays. That’s one shopping day in Baku.
The capital long ago stopped being a place you visit only for carpets and sweets. Here’s which mall suits your goal, how to tackle a market without overpaying — and how to get some of your money back at the airport.
Which mall do you need: the 10-second answer

The malls in detail
Crescent Mall — the new flagship by the bay
Opened on 28 May 2024 in the Crescent Bay complex, at the foot of the crescent-shaped towers visible from almost anywhere on the waterfront.
For whom: those after new arrivals who want to end the day in style.
What’s inside: 5 floors, 39,000 square metres of shops, brands that opened their first stores in Azerbaijan here — ZARA Home, Penelope, Medicine, Melissa, Wycon. Terraces with restaurants and a musical fountain — the first in the country.
Getting there: taxi or car, three-level car park for 1,193 cars.
Tip: come towards evening — shopping, dinner on the terrace and the lights of the bay all in one place.
Port Baku Mall — for luxury
Part of the complex of the same name with residential towers and a business centre on Neftchilar Avenue.
For whom: those after global fashion houses and jewellery.
What’s inside: boutiques, jewellers, restaurants for an unhurried dinner.
Getting there: 151 Neftchilar Ave; taxi or car.
Tip: it’s quieter and more spacious than the mass-market malls — a good choice for shopping without crowds.
Ganjlik Mall — big, convenient, by the metro
One of the largest malls in the country.
For whom: those without a car, with children or escaping the heat.
What’s inside: mass-market fashion from Zara to Nike, a big food court, cinema, bowling, kids’ zones, an underground car park.
Getting there: an entrance straight from Ganjlik metro.
Tip: allow half a day — it’s easy to spend time here without stepping outside once.
28 Mall — shopping in the very centre
For whom: quick shopping or a coffee between walks.
What’s inside: 5 floors, about 70 international and local brands, a cinema, a food court.
Getting there: 28 May metro — Baku’s main transport hub, next to the railway station.
Tip: a handy meeting point — with plenty of hotels around, it’s often tourists’ first mall of the trip.
Park Bulvar — shopping with a Caspian view
Opened in 2010, it was one of Baku’s first modern malls.
For whom: those who want to combine shopping with the waterfront.
What’s inside: around a hundred shops on six floors plus two underground levels, a supermarket, a cinema, a kids’ zone.
Getting there: on foot along the boulevard from the centre.
Tip: you step out of the mall straight onto the waterfront — by the Ferris wheel and the piers for boat trips.
Deniz Mall — a building you’ll want to photograph
Its futuristic silhouette at the water’s edge makes it one of the boulevard’s most photographed buildings.
For whom: those after excitement and a view, when shopping is just the excuse.
What’s inside: about 70 brands, FlashKart karting and Skypark.
Getting there: along the boulevard, on foot.
Tip: the best shot of the building is from the waterfront.
Metropark — when price matters
For whom: those refreshing their wardrobe without luxury price tags.
What’s inside: 7 floors, about 60 brands, 15 cafés and restaurants, a cinema on the sixth floor, parking for 350 cars.
Getting there: Narimanov metro.
Tip: it’s often called the capital’s most budget-friendly mall.
Amburan Mall — a mall by the sea
For whom: families and those combining shopping with a trip to the sea.
What’s inside: an open-air format more like a resort promenade than a closed box; the large Amburan Kids children’s centre.
Getting there: by car — Zagulba, on the northern coast of Absheron.
Tip: plan half a day — it’s more of an outing than a quick shop.
Sadarak and Bina: where you bargain and need sharp eyes
If malls are shop windows, Sadarak and Bina are the warehouse where everything is on display at once. These are two huge market-style trading complexes in Lokbatan in the Garadagh district, off the Salyan highway. They sell wholesale and retail, and locals come precisely for the prices.
Sadarak is one of the largest trading complexes in the country: clothing and shoes, cosmetics, tableware, appliances and electronics, carpets, furniture, building materials, car parts. It’s open daily, roughly 8:00 to 18:00.
Bina is Sadarak’s neighbour: clothing rows, carpet and building markets, appliances, tableware, household goods. Similar hours — roughly 8:00 to 18:00.
Don’t mix them up: the Bina trading centre is not in the Bina settlement near the airport but in Lokbatan, next to Sadarak.
How not to overpay: 8 rules
- Price first, then bargain. There are often no price tags, and the first price for a foreigner may be higher. Ask two or three sellers — bargaining is normal here.
- A “brand” for pennies is most likely not the original. For a guaranteed original, go to brand stores in the malls.
- Check goods on the spot. Switch on appliances in front of the seller, ask about the warranty, try clothes on.
- Fix the price before paying — in manat. Clarify: per item or per pack, with delivery or without.
- Count your change.
- Ask for a receipt — it will help if something is wrong with the item.
- Keep your phone and wallet close and decline “help” from strangers leading you to the “best seller with a discount”.
- Come in the morning — by evening some rows are closed. And if you have a local friend, bring them along: bargaining is easier with them.
A shopping day in Baku: a ready-made route
Without a car — along one metro line. Here’s a find that saves hours: five major malls sit along one metro line, the red line, at neighbouring stations. From Icherisheher and Sahil, stroll along the waterfront to Park Bulvar and Deniz Mall. Further along the line: 28 May for 28 Mall, Ganjlik for Ganjlik Mall, Narimanov for Metropark. Start on the boulevard in the morning and work your way along the line — by evening you’ll have covered all five malls without a single traffic jam.
By car — from the market to the fountain.
- 8:30 — Sadarak or Bina. While it’s fresh and less crowded: wholesale, appliances, carpets.
- 13:00 — Ganjlik Mall. Lunch at the food court and some cool air.
- 16:00 — Port Baku Mall or Metropark — depending on budget.
- 19:00 — Crescent Mall. Dinner on the terrace, the lights of the bay and the musical fountain.
Tax Free: how to reclaim VAT — step by step, with the maths
Few tourists know about this. Azerbaijan runs Tax Free: foreigners reclaim VAT, which is 18% of the price. The system is very much alive — in January to August 2026, foreigners got back more than 6 million manat.
The conditions:
- Buy in a shop with the Tax Free sign.
- At least 300 manat per receipt, including VAT.
- Take the goods out by air within 90 days. Leaving by land doesn’t qualify.
- Get the refund at the airport on departure, in cash or to a card.
How much you actually get back. A 20% operator fee and bank charges are deducted from the VAT amount. Example: you buy an item for 1,180 manat. The VAT in that price is 180 manat. Minus the 20% fee, that’s 144 manat, and a bank charge comes off that too. Not the full 18%, but on a big purchase it adds up.
Practical tips. Keep your receipts and Tax Free documents. Ask the seller what documents are needed to process it — usually your passport. And don’t check your purchases in until customs at the airport has stamped your documents: it’s done as you leave the country.
7 tourist mistakes when shopping in Baku
- Looking for the Bina trading centre near the airport. It’s in Lokbatan, next to Sadarak.
- Turning up at the market late in the day. The markets run until about 18:00, and some rows close earlier.
- Buying a “brand” for next to nothing as an original.
- Not testing appliances in front of the seller.
- Checking in purchases before the customs stamp — and losing Tax Free.
- Looking for carpets and souvenirs in malls. The authentic choice is in the Old City.
- Carrying big purchases on the metro. A carpet or appliances are easier by car.
Opening hours, payment, parking
Hours. Most malls open roughly 10:00 to 22:00; supermarkets, restaurants and cinemas often stay open later. The Sadarak and Bina markets run roughly 8:00 to 18:00. Check exact times on each venue’s website.
When to go. Weekday daytime is quietest. Evenings and weekends get busy at the popular malls, especially in the food courts.
Payment. Cards are accepted almost everywhere; at the markets, carry some cash in manat too.
Parking. The biggest car parks are at Crescent Mall (1,193 spaces) and Metropark (350 spaces); Ganjlik Mall has an underground one.
By car or by metro
The red metro line covers the boulevard, 28 Mall, Ganjlik and Metropark. But Crescent Mall, Port Baku Mall, Amburan on the coast and the Sadarak and Bina markets off the Salyan highway are car territory. Especially if you’re carrying a carpet, appliances or gifts for the whole family.
