The car rental market in Baku grew without rules. In 2026, eleven leading operators gathered — not to fix prices, but to draw a clear line between legitimate car rental and the grey market. Here is what drove them to that point.

A Market Without Rules: What It Looked Like from the Inside

Azerbaijan has no national licensing body for car rental operators. It never did. Anyone with a vehicle and a phone number could open a “rental company” — without registration, insurance, a physical office, or any meaningful accountability to the client.

By the mid-2020s the market had split into two parallel worlds. The first: professional operators with registered offices, insured fleets, signed inspection reports and transparent contracts. The second: hundreds of listings from individuals who called themselves “rental companies” without any of the above.

Clients could not tell them apart from a website. Both looked identical. The difference was discovered only at vehicle return — when a charge appeared for a scratch the client didn’t make, or when the deposit “got delayed” without explanation.

That was the starting point. If the government won’t regulate the market, the market must regulate itself. The question was who would step up — and how.

Three Steps from Idea to White List

Several leading operators began conversations — not about pricing or market share, but about a minimum standard of honest operation.

1. Diagnosis. Operators identified the shared problem: a client had no reliable way to distinguish a professional from a fraudulent operator based on a website alone. A public, independent verification tool was needed.
2. Standard. Eight mandatory audit criteria were defined together — a concrete floor below which honest client service is not possible. These became the Association charter.
3. Launch. In 2026, the Azerbaijan Car Rental Association was formally established. Eleven companies signed the charter and entered the public White List.

Three Objectives Behind the Whole Undertaking

First: protect the client. A renter choosing a White List member gets what previously required independent verification: an inspection report at handover, genuine insurance, a readable contract, live support around the clock. These are charter requirements — not marketing promises.

Second: draw the line. The White List publicly separates the professional market from the grey sector. Clients verify the operator before booking — not discover the truth when they return the vehicle.

Third: keep the standard alive. When a member violates the charter, they are removed publicly. That is the mechanism that makes the standard function continuously — not only at the moment of joining.

What the Association Is — and What It Is NOT

Two misconceptions tend to surface. Some assume the Association is a government licensing authority. Others assume membership is purchased. It is neither.

At entry and at every annual audit, each member is verified against 8 specific criteria. Failure on any one: formal warning plus a mandatory remediation plan. A second failure: public removal from the White List, two-year bar on reapplication.

ISO 9001 — Quality Management

Requires every business process to be documented, executed consistently, and regularly reviewed for improvement. In car rental this means:

• Vehicle handover always includes a signed inspection report and equipment check
• Insurance claims handled per a documented protocol
• Client complaints addressed within mandatory timeframes

For the renter: consistent service quality regardless of which staff member serves you.

ISO 14001 — Environmental Management

The company takes formal responsibility for the environmental impact of its operations. In car rental, this primarily concerns fleet age and condition:

• Scheduled maintenance completed on time — not “when something breaks”
• Fleet renewed systematically — older, higher-emission vehicles rotated out
• Technical records maintained for every vehicle

For the renter: you drive a vehicle with current service records — not one last maintained “at some point.”

ISO 45001 — Occupational Health and Safety

Requires all operational processes — including pre-handover vehicle inspection — to be performed safely and to a documented standard:

• Pre-handover inspection follows a documented checklist — not an informal visual scan
• Staff trained in safety protocols for vehicle acceptance and handover
• Technical defects identified and resolved before handing the vehicle to the client

For the renter: the vehicle you collect has passed a real technical check — documented, not assumed.
